Roulette originated in France. There were some earlier wheel based games in both France and England, but the roulette in the form we all know and love started roughly around 1750. In the late 1700s it became very popular in Paris and gradually began to spread in the same/similar format.
Originally the wheel had a zero and double-zero, but due to increased competition this started to be reduced by some operates to just 1 zero, and this eventually became the norm in Europe.
The game continued it's rise in popularity in the 1800's but by the mid 1800's most governments had really clamped down on gambling in general and it was illegal across Europe with the exception of Monte Carlo.
Monte Carlo kept the single zero wheel over the years, and on the other side of the Atlantic in Las Vegas they kept the double-zero wheel. And that's pretty much how it's stayed until this day. Casinos gradually became more accepted in more countries/locations especially from the late 1900s onwards, but the division between the more advantageous European wheel and the slightly less favorable American wheel still remains.
